Classification

Lithium cells and batteries must meet requirements of the UN Manual of Tests and Criteria. The manufacture must record the test results and maintain them (indefinitely).

This transport data sheet uses the small lithium ion cells and batteries exceptions in 49 CFR 173.185(c). The criteria is:

  • may not exceed lithium ion batteries of 100 Watt-hours (Wh) each, or lithium ion cells not exceeding 20 Wh each. Starting in 2016 lithium ion batteries using this exception must be marked with the watt-hour rating.

PACKAGING INFORMATION

Packaging must meet the general requirements of 49 CFR 173 Subpart B. They must be packaged in a manner to prevent:

  • (i) short circuits,
  • (ii) movement within the outer package; and
  • (iii) accidental activation of the equipment.

Specification packaging testing does not apply but the equipment must offer equivalent protection as a rigid package.

There is no gross weight limit for equipment packed with or containing lithium ion or metal batteries in surface transport.

SHIPPING PAPER REQUIREMENTS

The air waybill must indicate compliance with this 49 CFR 173.185(c)(4) or the applicable ICAO Packing Instruction, when an air waybill is used.

Otherwise, normal documentation requirements are waived when transported domestically. Equipment containing lithium cells or batteries is still hazmat, but are not marked “HM” on the shipping document because they are not subject to documentation requirements in 49 CFR 173 Subpart C.

CARTON MARKING

Packages containing more that than four lithium ion cells or two lithium ion batteries, or consignments having two or more packages, must display the lithium ion battery mark.

OVERPACKS

If the some of the packages contain more that than four lithium ion cells or two lithium ion batteries and display the lithium ion battery contained in equipment mark then an overpack must also display that mark.

Training

Each person who prepares a package for transport containing lithium cells or batteries, including cells or batteries packed with, or contained in, equipment in accordance with the conditions and limitations of this transport data sheet, must receive adequate instruction on these conditions and limitations, commensurate with their responsibilities.
